This will ensure that members do not suffer cash flow problems as a result of participating in their Union. This problem has been exacerbated by the current payroll system. As such, the most recent agreements with the TB PA, SV, TC and EB units include language that changes the process for most union activities to an invoicing system. The end impact for activists is a simple system for Union leave that will ensure that union participation will not result in cash flow disruptions or negative pension consequences. <strong>Note that this new system is applicable to Union activities starting as of January 1, 2018. ?</strong></p> <h2><strong>Questions and Answers:</strong></h2> <h3><strong>What types of union leave are covered by the new invoicing system (member goes on leave with pay and the Employer invoices the Union)?</strong></h3> <p>Article 14.14 (for PA and EB groups) and article 14.15 (for TC and SV groups) provide additional details as to the specific union activities under which union leave will now be without pay interruption as follows:</p> <ul><li>14.02: representing PSAC on a certification or intervention</li> <li>14.09: contract negotiation meetings</li> <li>14.10: preparatory contract negotiation meetings</li> <li>14.12: Board of Directors and Executive Board meetings and conventions</li> <li>14.13: representatives¡¯ training courses</li> </ul><p><strong><em>IMPORTANT: </em></strong><em>As of January 1<sup>st</sup>, members attending PSAC events covered by any of the above clauses must no longer submit loss of salary via the Member Expense Portal.? Ils sont tous les deux des r¨¦gimes de pension ¨¤ prestations d¨¦termin¨¦es qui offrent des avantages presque identiques. Dans presque toutes les situations, la transition d¡¯un r¨¦gime ¨¤ l¡¯autre se fait sans faille.</p> <p>Au moment de votre transfert ¨¤ la fonction publique, toutes vos ann¨¦es de service seront transf¨¦r¨¦es au RPRFP.?</p> <ul><li>Vous conserverez toutes vos ann¨¦es de service, ainsi que tout le service que vous avez rachet¨¦, le cas ¨¦ch¨¦ant.</li> <li>Les membres civils qui continuent d¡¯occuper leur emploi sans interruption seront consid¨¦r¨¦s comme des contributeurs du groupe?1 du RPRFP?: <ul style="list-style-type:circle"><li>Cela signifie que l¡¯age normal de la retraite continuera d¡¯¨ºtre 60 ans peu importe leur date d¡¯embauche. Ainsi, vous continuerez d¡¯avoir droit ¨¤ une pension non r¨¦duite ¨¤ 60?ans, ou ¨¤ 55 ans si vous comptez au moins 30 ans de service.</li> </ul></li> <li>Les personnes embauch¨¦es apr¨¨s le processus d¡¯int¨¦gration auront des conditions un peu moins avantageuses, car elles seront consid¨¦r¨¦es comme des contributeurs du groupe?2 du RPRFP?: <ul style="list-style-type:circle"><li>Pour les contributeurs du groupe?2, l¡¯age normal de la retraite est de 65 ans, ce qui signifie qu¡¯on a droit ¨¤ une pension non r¨¦duite ¨¤ 65 ans, ou ¨¤ 60 ans si on compte au moins 30 ans de service.</li> <li>Plus l¡¯age normal de la retraite est ¨¦lev¨¦ en vertu d¡¯un r¨¦gime de retraite, plus basses sont les contributions. Puisque tous les r¨¦gimes sont financ¨¦s ¨¤ moiti¨¦ par l¡¯employeur et ¨¤ moiti¨¦ par les employ¨¦s, les cotisations des contributeurs du groupe?2 sont donc moins ¨¦lev¨¦es.</li> <li>Les personnes qui quitteraient leur emploi avant l¡¯int¨¦gration dans la fonction publique f¨¦d¨¦rale et qui y reviendraient apr¨¨s l¡¯int¨¦gration seront consid¨¦r¨¦es comme des contributeurs du groupe?2.</li> </ul></li> </ul><p>Il y aura tr¨¨s peu de changements touchant l¡¯administration des contributions et des avantages.</p> <p>Votre taux de cotisation demeurera le m¨ºme sous le RPRFP.</p> <p>Les avantages diff¨¨rent l¨¦g¨¨rement d¡¯un r¨¦gime ¨¤ l¡¯autre ¡ª <strong>la plupart sont meilleurs</strong>, mais d¡¯autres sont moins bons dans le R¨¦gime de pension de retraite de la fonction publique.</p> <ul><li>Le RPRFP prend en consid¨¦ration la r¨¦mun¨¦ration d¡¯int¨¦rim aux fins du calcul de la pension, mais pas le r¨¦gime de la GRC.?La r¨¦mun¨¦ration d¡¯int¨¦rim sera consid¨¦r¨¦e comme un revenu ouvrant droit ¨¤ pension seulement apr¨¨s l¡¯int¨¦gration, c¡¯est donc dire qu¡¯elle <strong>ne sera pas reconnue de mani¨¨re r¨¦troactive.</strong></li> <li>Admissibilit¨¦ ¨¤ la retraite?: La ??r¨¨gle des 35 ans de service?? du r¨¦gime de la GRC (pour recevoir une pension non r¨¦duite) n¡¯existe pas dans le RPRFP. L¡¯age normal de la retraite est le m¨ºme dans les deux r¨¦gimes, mais en vertu du RPRFP, une personne doit avoir au moins 55 ans pour recevoir une pension non r¨¦duite, m¨ºme si elle compte plus de 35 ans de service. Cela sera d¨¦savantageux pour les membres civils de la GRC qui ont ¨¦t¨¦ embauch¨¦s avant l¡¯age de 20 ans et qui ont travaill¨¦ pour la GRC sans interruption depuis leur embauche, car en vertu du r¨¦gime de la GRC, ces personnes sont admissibles ¨¤ une pension non r¨¦duite avant l¡¯age de 55 ans.?</li> <li><strong>Le rachat de service est plus facile dans le cadre du RPRFP.
