Nos revendications visent ¨¤ rendre le processus plus transparent et ¨¤ r¨¦duire le stress qu¡¯occasionne le r¨¦am¨¦nagement des effectifs chez les fonctionnaires. Unfortunately, there was little indication of a change in approach.</p> <h3><strong>WFA</strong></h3> <p>The teams reiterated the need for significant changes to the Workforce Adjustment Appendix. The union wants to ensure rules are more transparent and reduce significant anxiety the process causes workers. The teams are also looking to preserve and improve <a href="/352/psac-tables-proposals-strengthen-transparency-public-service-delivery">public services</a>, enhance protections against involuntary departures and ensure that seniority is recognized.</p> <h3><strong>Sick Leave</strong></h3> <p>The teams addressed the ongoing sick leave issue seeking either a renewal or improvements to the current sick leave regime. They made it clear that any improvements would need to be contained in the collective agreement. They reiterated that the underlying purpose of a sick leave system is to ensure that workers are not forced to choose between going to work sick or collecting a pay cheque.</p> <h3><strong>FB</strong></h3> <p>The bargaining team reiterated the objective to get a commitment supporting an early retirement plan similar to what is in place for other federal law enforcement personnel. In fact there was little indication of a change in approach.?</p> <h3><strong>We will not trade away sick leave</strong></h3> <p>Treasury Board negotiators tabled a proposal similar to that of the previous Conservative government, that would replace our existing sick leave plan. It takes away existing rights and leaves members worse off. The proposed short term disability plan would fall outside of the collective agreement and allow the government to make unilateral changes any time.</p> <p>We remain open to improvements on sick leave but we will not negotiate concessions or agree to any proposal that forces members to choose between losing pay or going to work sick.</p> <h3><strong>Fair bargaining and Bill C4</strong></h3> <p>We are pleased to see the government move to repeal <a href="/352/government-confirms-repeal-c-59-division-20-psac">Bill C59</a> (division 20), but there is still another unfair labour law on the books. The unconstitutional changes to labour laws governing the collective bargaining process <a href="/352/budget-implementation-bill-c4">under C4</a> remain a key issue.?</p> <p>It is a mystery why the government is not repealing this legislation in light of the clear pronouncements made by the Supreme Court in the Saskatchewan Federation of Labour case. We will continue to move forward with our litigation and take all necessary steps to ensure that there is free and fair collective bargaining for the federal public service.</p> <p>At the bargaining table, PSAC will continue to focus on measures to improve the delivery and quality of public services and make the federal public service an efficient and healthy place to work. By 2015¨C16, these cuts will be more than $14.5 billion a year ?</p> <p>Despite this, the announcement today remained silent on these cuts. No mention was also made of closure of service centers across the country, including nine Veterans Affairs offices.</p> <p>¡°Many essential public services have been threatened by reckless cuts by the Harper Conservative government, without regard for the safety and welfare of millions of Canadians,¡± said Benson.</p> <p>¡°Our members are on the front lines and see how frustrated Canadians are. Government departments have been stripped bare and workers are struggling to maintain crucial services under very difficult circumstances.¡±</p> <h3><strong>Sick leave </strong></h3> <p>The government¡¯s proposal on <a href="/352/topics/sick-leave">sick leave</a> will force public service workers to choose between <a href="/352/government-tables-go-work-sick-proposal-federal-public-service">going to work sick</a> or losing pay for basic necessities. The latest announcement made no changes to their proposal.</p> <h3><strong>Bargaining rights </strong></h3> <p>The Harper Conservatives made it clear with their last budget implementation act, <a href="/352/public-service-unions-condemn-bill-c-59">Bill C-59</a>, that they do not intend to negotiate, but simply impose their go-to-work sick plan.</p> <h3><strong>Public service pensions </strong></h3> <p>The announcement promises that no changes will be made to the pension plans of our members.
