These plants presently provide service to about 100 buildings, including the Parliamentary Precinct, through a network of 14 kilometers of underground tunnels.</p> <p dir="ltr">Since?<strong><u><a href="/352/psac-launches-heat-campaign-stop-contracting-out">this campaign to stop the plants¡¯ privatization was launched</a></u></strong>?in October 2018, hundreds working and living in the NCR have taken the time to write their MPs asking for the process to be cancelled. Moreover, the government has elicited greater suspicion about the privatization scheme by:</p> <ul><li dir="ltr"> <p dir="ltr">not releasing a business case for the multibillion dollar project even though it promised to do so many months ago;</p> </li> <li dir="ltr"> <p dir="ltr">failing to address how companies seeking to maximize private profit, including ones with reputations for corruption, can be trusted to ensure the safe operation of the plants; and</p> </li> <li dir="ltr"> <p dir="ltr">making the misleading claim that it cannot attract qualified public sector workers to operate the plants in the future. Assistant Deputy Ministers (ADMs) at Public Services and Procurement Canada (PSPC) towards PSAC members serving at heating and coolings plants in the National Capital Region.</p> <p>Following PSAC¡¯s campaign<a href="/352/the-heat-is-on"> launch</a> to stop the privatization of the plants, Kevin Radford, ADM for Real Property Services, told <a href="https://www.ledroit.com/actualites/la-privatisation-des-centrales-de-chauffage-est-necessaire-1341f78d38139bef62fc21c9e4b5abcc"><em>Le Droit</em></a> that privatization must go forward because current public workers are retiring and PSPC cannot find qualified workers to replace them. He claimed that PSPC has ¡°put a lot of effort into hiring new technicians ... but the size of the team decreases each year.¡± David Schwartz, ADM, of the Procurement Branch also told Le Droit that private workers are necessary because ¡°... we want to be up to date with best practices.¡±</p> <p>These statements highlight the ongoing hollowing out of the public service due to poor political leadership and bad planning and management. If PSPC is having trouble replacing retiring workers, it¡¯s because the wages being offered are not high enough. PSAC previously undertook a joint pay study with the government that showed a 95% wage discrepancy between public and private sector workers having skills in areas related to heating and cooling plant operations. If the government planned accordingly, they could offer the wages and working conditions to not only attract the number of employees needed, but also expand the existing skill set with new hires - as well as provide current staff with the opportunity to update their skills if required.</p> <p>Rather than privatizing operations, which is necessarily more expensive given that public dollars must also serve the profit margins of corporations, PSPC could simply improve compensation for its own staff, which would attract new talent to replace retiring workers.</p> <p>Public sector workers provide the highest quality, publicly accountable work. But a strong public sector requires effective management that provides the capacity for workers to upgrade skills and experience as technology advances.</p> <p>We know that privatization of public infrastructure, and <a href="http://www.columbiainstitute.ca/sites/default/files/resources/Columbia%20Institute%20P3s%20in%20BC%202018%20June%207%20WEB.pdf">P3</a>s in particular, usually <a href="https://www.policyalternatives.ca/publications/monitor/problem-public-private-partnerships">cost more</a> than a fully public option, carry an inherent <a href="https://nupge.ca/content/ontario-will-pay-35-billion-over-25-years-one-p3-hospital">financia</a>l risk to government,, and often result in safety and security breaches. Here in Ottawa, both the current over-budget, <a href="https://ottawacitizen.com/news/local-news/reevely-after-years-of-promises-city-blows-lrt-deadline-with-a-shrug">behind</a> schedule <a href="https://ottawacitizen.com/news/local-news/transit-commission-approves-14-million-budget-increase-due-to-lrt-delay">LRT</a>, and the smaller-than-planned, over-budget <a href="https://cupe.ca/five-times-provincial-governments-failed-p3-hospitals-warning-taxpayers-newfoundland-and-labrador">Royal</a> Ottawa Hospital, are examples of P3 <a href="https://leaderpost.com/news/local-news/opinion-the-peril-of-ignoring-past-p3-failures">failures</a>.</p> <p>It¡¯s clear from the government¡¯s reaction that they¡¯re determined to continue to privatize public services, even in the face of clear evidence that good jobs, public safety and financial accountability are at risk. These plants presently provide service to about 100 buildings, including the Parliamentary Precinct, through a network of 14 kilometers of underground tunnels.</p> <p>The Government of Canada is now in the process of choosing a corporate consortium to design, finance, build (modernize), maintain and operate the plants for a 30-year contract term under a so-called public-private partnership. Currently, public service workers (members of PSAC) operate some of the heating plants.</p> <p>The unions are opposed to the privatization of plant operations for several reasons, including:</p> <ul><li>heightened health and safety concerns affecting thousands of public service workers in downtown Ottawa;</li> <li>concerns around security clearances for contractors; and</li> <li>the higher cost of private financing versus public financing, and the prospect that taxpayers will be left to pick up the bills if the private consortium runs into problems, as it inevitably will.</li> </ul><p>¡°Trusting the maintenance and operations of this infrastructure to a profit-driven, private consortium, for the next 30 years or more, does not give me confidence that the safety of workers and the public will be the foremost priority,¡± said Chris Aylward, National President of the Public Service Alliance of Canada. ¡°There is overwhelming evidence that when governments hand over these kinds of projects to private interests they end up being more costly and accountability goes out the window.¡±</p> <p>¡°We currently have skilled and reliable public service workers who are more than capable of doing the work,¡± added Greg McGillis, PSAC¡¯s Regional Executive Vice-President for the NCR. ¡°Why would we want to swap them out for big corporate contractors with histories of mismanagement and poor work quality.¡±</p> <p>The unions are calling on the Trudeau government to immediately to stop the privatization process and meet with public service workers presently operating the plants to jointly develop a new plan for improving environmental performance, reducing energy costs, and enhancing overall safety.
