Soulignons aussi leur apport inestimable au mouvement syndical canadien.</p> <p>Encore aujourd¡¯hui, les Canadiennes et Canadiens noirs sont aux prises avec des obstacles qui les emp¨ºchent de s¡¯int¨¦grer pleinement sur le march¨¦ du travail?: ch?mage, ¨¦carts salariaux, peu de possibilit¨¦s d¡¯avancement. Quant aux syndicalistes noirs, ils continuent de manifester leur leadership au sein du mouvement syndical canadien en luttant pour le changement, en recrutant des membres et en n¨¦gociant des conventions collectives qui favorisent la fin du racisme et l¡¯¨¦galit¨¦ en milieu de travail<em>. </em></p> <p>Le racisme anti-Noirs est syst¨¦mique au sein des corps policiers et de l¡¯appareil judiciaire canadiens, comme en t¨¦moignent les statistiques suivantes?:</p> <ul><li><strong><a href="http://www.oci-bec.gc.ca/cnt/rpt/pdf/annrpt/annrpt20162017-fra.pdf">Les personnes noires sont surrepr¨¦sent¨¦es dans nos prisons</a></strong>. En effet, 9 % de la population carc¨¦rale est compos¨¦e de personnes noires, qui ne repr¨¦sentent pourtant que 3?% de la population canadienne.</li> <li><a href="http://www.rcinet.ca/fr/2017/10/20/enquete-de-reuteurs-des-disparites-raciales-dans-le-systeme-de-mise-en-liberte-sous-caution-en-ontario/">En Ontario, <strong>les Noirs en attente d¡¯un proc¨¨s passent plus de temps en prison que des Blancs</strong></a><strong>.</strong></li> <li><strong><a href="https://ici.radio-canada.ca/nouvelle/1144572/fichage-controle-identite-juge-ontario-tulloch">Le profilage racial, y compris le fichage et les contr?les d¡¯identit¨¦ al¨¦atoires, a peu ou pas d¡¯impact sur la criminalit¨¦</a></strong>. Pourtant, les personnes noires continuent d¡¯¨ºtre cibl¨¦es de fa?on disproportionn¨¦e.</li> <li>En 2013, le Bureau de l¡¯enqu¨ºteur correctionnel (BEC) r¨¦v¨¦lait que <strong><a href="http://www.oci-bec.gc.ca/cnt/rpt/oth-aut/oth-aut20131126-fra.aspx">le nombre de d¨¦tenus de race noire incarc¨¦r¨¦s dans des ¨¦tablissements f¨¦d¨¦raux avait cr? de 75?%</a></strong> entre 2003 et 2013, tandis que le nombre de d¨¦linquants blancs d¨¦clinait. Quatre ans plus tard, tr¨¨s peu de choses semblent avoir chang¨¦ pour les d¨¦tenus de race noire purgeant une peine de ressort f¨¦d¨¦ral, comme en <a>fait foi </a><strong><a href="http://www.oci-bec.gc.ca/cnt/rpt/pdf/annrpt/annrpt20162017-fra.pdf">le rapport annuel de 2016-2017</a>.</strong></li> </ul><p>L¡¯AFPC a particip¨¦ ¨¤ la consultation men¨¦e par le gouvernement f¨¦d¨¦ral sur la strat¨¦gie nationale de lutte contre le racisme. Il y a encore beaucoup de pain sur la planche, et nous esp¨¦rons que le gouvernement poursuivra le dialogue avec des intervenants cl¨¦s, dont l¡¯AFPC, dans sa lutte contre le racisme anti-Noirs.</p> <p>¨¤ la fin f¨¦vrier?2018, <strong><a href="https://sencanada.ca/fr/sencaplus/nouvelles/des-experts-de-lhistoire-des-noirs-exigent-des-excuses-et-des-reparations/">des experts de l¡¯histoire des Noirs ont comparu devant le Comit¨¦ s¨¦natorial des droits de la personne</a></strong>. Ils ont demand¨¦ au gouvernement d¡¯admettre publiquement les faits?: le Canada a particip¨¦ ¨¤ la traite des esclaves en Nouvelle-¨¦cosse. Ils veulent aussi que le gouvernement pr¨¦sente ses excuses aux descendants des Noirs qui ont ¨¦t¨¦ esclaves et devienne un chef de file quant ¨¤ l¡¯¨¦limination du racisme. Black trade unionists in Canada have continued to demonstrate their leadership and activism in the Canadian labour movement by fighting for social change through union organizing and ensuring language in collective agreements reflect the fight to end racism and promote equality in the workplace.</p> <p>Systemic anti-Black racism is significantly present in Canadian policing and courts:</p> <ul><li>Black people <strong><a href="http://www.oci-bec.gc.ca/cnt/rpt/oth-aut/oth-aut20131126-eng.aspx">are grossly over-represented in Canada¡¯s federal prisons</a></strong>. Black Canadians make up nearly 9% of the prison system but represent only 3% of Canada¡¯s population.</li> <li>In Ontario, Black Canadians <strong><a href="https://www.cbc.ca/news/canada/toronto/race-ontario-jails-wait-trial-disparity-1.4364796">spend a longer time in jail awaiting trial than white Canadians</a></strong>.</li> <li><strong><a href="https://www.cbc.ca/news/canada/toronto/little-to-no-proof-police-carding-has-effect-on-crime-arrest-ontario-report-1.4962601">Despite a lack of evidence that racial profiling, in the form of carding and street checks, reduces or solves crime</a></strong>, it continues to affect Black Canadians disproportionately. ?</li> <li>In 2013, Canada¡¯s Office of the Correctional Investigator (OCI) revealed that between <a href="http://www.oci-bec.gc.ca/cnt/rpt/oth-aut/oth-aut20131126-eng.aspx"><strong>2003-2013, the number of Black inmates grew by 75%</strong></a>?in that period while the incarceration of white inmates has been on a decline. In its <strong><a href="http://www.oci-bec.gc.ca/cnt/rpt/annrpt/annrpt20172018-eng.aspx">2016-2017 Annual Report</a></strong>, the OCI noted that very little has changed for Black people in federal custody since its 2013 findings.</li> </ul><p>While the government of Canada¡¯s consultations for a <strong><a href="https://www.canada.ca/en/canadian-heritage/campaigns/anti-racism-engagement/deepening-understanding-developing-ideas.html">national anti-racism strategy</a></strong> have been underway, there is still much work left to be done. PSAC has provided its initial input on the strategy and hopes the government will continue to engage with key organizations like PSAC to ensure that anti-Black racism in Canada is addressed.</p> <p>In late February 2018, <strong><a href="https://sencanada.ca/en/sencaplus/news/black-history-experts-call-for-apology-reparations/">in a presentation to the Senate Committee on Human Rights</a></strong>, witnesses testified to the importance for the government to publicly recognize Canada¡¯s participation in the Atlantic slave trade based in Nova Scotia. They urged our government to issue a public apology to the descendants of those enslaved and to become an international leader in eliminating racism.
