Pendant trois semaines, 114 organisations sociales et leurs membres sont descendus dans la rue, ont organis¨¦ des cuisines collectives, des festivals culturels et litt¨¦ralement ferm¨¦ la plus importante route commerciale de la Colombie, porte d¡¯entr¨¦e au libre-¨¦change international.</p> <p>Le gouvernement a aussit?t d¨¦p¨ºch¨¦ l¡¯arm¨¦e, qui est intervenue de mani¨¨re tr¨¨s violente, notamment contre la population afro-colombienne. Mais ni les manifestants ni les leaders de la gr¨¨ve n¡¯ont flanch¨¦. Au contraire, leur solidarit¨¦ s¡¯est raffermie. Et grace ¨¤ leur r¨¦sistance pacifique, ils ont r¨¦ussi ¨¤ n¨¦gocier avec le gouvernement colombien une sortie de crise.</p> <p>La gr¨¨ve ¨C qui est suspendue, pas termin¨¦e, comme l¡¯ont pr¨¦cis¨¦ les leaders ¨C a men¨¦ ¨¤ un accord et d¡¯importantes concessions de la part du gouvernement. Ce dernier s¡¯est engag¨¦ ¨¤ am¨¦liorer les services publics tels que le logement communautaire, les services de sant¨¦, la voirie et le syst¨¨me judiciaire. Les parties ont aussi conclu un accord-cadre visant ¨¤ prot¨¦ger les droits des travailleurs du port. Or, depuis mai?2017, les menaces contre les leaders de la gr¨¨ve n¡¯ont pas cess¨¦, les projets d¡¯agrandissement et de modernisation du port se poursuivent et le gouvernement n¡¯a toujours pas mis en ?uvre son entente avec les gr¨¦vistes.</p> <p>Malgr¨¦ que le gouvernement colombien a sign¨¦ les accords de paix ¨¤ l¡¯automne?2017, la violence li¨¦e aux grands propri¨¦taires terriens et aux int¨¦r¨ºts des grandes entreprises continue de plus belle dans tout le pays. La privatisation, l¡¯accaparement des terres et le d¨¦placement massif de la population sont monnaie courante. Malheureusement, certains de ces agissements sont le fait d¡¯entreprises canadiennes qui profitent impun¨¦ment de l¡¯Accord de libre-¨¦change Canada-Colombie conclu en 2008.</p> <p>Vu la situation ¨¤ Buenaventura, il faut ¨¦norm¨¦ment de courage pour mobiliser les militants syndicaux et la population. Et les leaders de la gr¨¨ve civique n¡¯en manquent pas?: grace ¨¤ leurs efforts, leur mouvement compte maintenant 257?organisations sociales.</p> <p>Les trois leaders colombiens demandent au Canada de faire pression sur le gouvernement de Bogota pour qu¡¯il mette fin ¨¤ la r¨¦pression. Une d¨¦marche qu¡¯appuie enti¨¨rement l¡¯AFPC. For three weeks in May, 114 social organizations took over the streets, holding protest marches, community kitchens and cultural festivals, effectively shutting down Colombia¡¯s most important trading?hub.??</p> <p paraeid="{179a7ab1-77c2-49f3-97a1-12460ca843bc}{205}" paraid="1508345170">The?<a href="https://www.amnesty.org/en/latest/news/2017/06/colombia-hechos-violentos-en-el-marco-del-paro-civico-de-buenaventura-deben-parar/" rel="noreferrer" target="_blank">strike was initially met with violent repression by the government</a>?aimed at the city¡¯s primarily Afro-Colombian inhabitants.?However, the civic strikers and their leaders remained united and continued protesting using non-violent tactics, eventually forcing the Colombian government to negotiate solutions to the crisis.?</p> <p paraeid="{179a7ab1-77c2-49f3-97a1-12460ca843bc}{220}" paraid="223865034">The strike¡ªwhich?the visiting?leaders?are?careful to note was suspended, not ended¡ªwon an agreement containing important concessions from the government to improve public services, including community housing, health services, roads, the justice system, and a new framework agreement to protect the rights of?port workers. Yet, since May 2017, threats against strike leaders?have?continued?as plans go forward to expand and modernize the port, while the government fails to implement its agreement with the strikers.??</p> <p paraeid="{179a7ab1-77c2-49f3-97a1-12460ca843bc}{246}" paraid="600860124">More broadly, even though the Colombian government signed a peace accord in the fall of 2017, violence, land grabs and dislocation connected to large landowners and corporations have not stopped. Regrettably,?some of?<a href="http://psac-sjf.org/colombia-shadow-human-rights-abuses" rel="noreferrer" target="_blank">these?violent incidents are also associated with Canadian companies</a>?that have been emboldened by the 2008 Canada-Colombia Free Trade Agreement.?</p> <p paraeid="{3e3f5561-db89-42b5-8187-14fdf0247a55}{6}" paraid="29973135">In this context, union and community organizing remain acts of enormous courage in Buenaventura.?Nevertheless, civic strike leaders have continued to build their?movement,?which has now more than doubled in size to encompass 257 social organizations.?</p> <p paraeid="{3e3f5561-db89-42b5-8187-14fdf0247a55}{18}" paraid="749962365">PSAC is actively supporting Colombian strike leaders as they ask the Canadian government to put pressure on Colombia to end the repression.
